The business-model question, which is the bigger one. Indian FDI policy permits foreign-owned e-commerce companies to run a marketplace — a neutral platform connecting independent sellers to buyers — but not an inventory-based model where the platform owns and sells the goods itself.

Temu's entire proposition is the second kind. Its prices come from controlling the chain end to end: consigned inventory, direct-from-factory shipping, aggressive control of pricing and logistics. Stripped down to a neutral marketplace where it can't own stock or set prices, Temu would not be Temu — it would just be another marketplace competing with companies that already have a decade's head start in India.

That is the real reason this hasn't happened, and why it is unlikely to happen quickly.

What Shein did instead — and why it worked

Shein faced the same problem and solved it, which makes it the useful comparison.

Shein was banned in India in 2020 along with a batch of Chinese apps. It returned in 2025 through a licensing arrangement with Reliance Retail. The structure is the point: Reliance runs the India operation, the data stays in India on Reliance-controlled infrastructure, the supply chain is built around Indian manufacturers, and Shein licenses the brand and technology rather than owning the business.

That is a template Temu could theoretically follow — find an Indian partner, license the brand, cede operational control. It has not, and doing so would give up most of what makes its pricing work.

Because demand exists and the real thing doesn't, the gap gets filled by impostors. Treat anything presenting itself as Temu India as suspect until proven otherwise. The recurring patterns:
